Construction Industry Development Board (CIDB)
WHAT IS CIDB?
The Construction Industry Development Board Malaysia is known as abbreviating CIDB. It’s one of the Government agencies in Malaysia, under the Ministry of Works was established under the Malaysian Act 520 1994. CIDB responsible to regulating construction industry in conformance of standard in construction workmanship and materials, promote encourage quality assurance, toward achieving global competitiveness, facilitating professionalism function in delivering quality, productive and build sustainability of the environment.
WHY NEED CIDB?
Having a CIDB license will prove that your company is a legal construction company. According to the CIDB Act 520, every contractor will be required to apply for the CIDB License if they wish to perform any work construction in Malaysia.
TYPES OF CIDB LICENSE
There are 3 types of CIDB License which are:
Local Contractor Registration Certificate (PPK)
Foreign Contractor Registration Approval (PPKA)
Foreign Contractor Government Employment Certificate (SPKKA)

WHAT IS PPK LICENSE?
Local Contractor Registration Certificate (PPK) is Approval/permit issued by the Construction Industry Development Board in Malaysia that allows a contractor or construction-related business to operate legally within the construction industry. The approval is depend on the level of license (G1-G7).
PPK registration is only open to companies that are incorporated in Malaysia and have local equity holding of seventy percent (70%) and above. If there is a foreign equity holding in the company allowed is as below:
Allowed foreign equity does not exceed 30% of the total capital
Foreign equity from ASEAN countries is allowed but does not exceed 51%
of the total capital
Foreign equity under Free Trade Agreement (FTA) as below:
Malaysia – Australia: Foreign equity not more than 49%
Asean-Australia-New Zealand : : Foreign equity not more than 49%
Asean-Korea: Foreign equity not more than 30%
ASEAN – China: Foreign equity not more than 30%
Malaysia – Pakistan: Foreign equity not more than 49%
Malaysia – Jepun: Foreign equity not more than 30%
Malaysia – New Zealand: Foreign equity not more than 49%
Malaysia – India Comprehensive Economic Cooperation Agreement :
Foreign equity not more than 51%
ADVANTAGES OF PPK
For the project below than RM400, 000.00, are not required to pay a levy.
VALIDATION OF PPK PER APPLICATION
Every approved PPK will only valid for 3 years.

PPKA is a Foreign Contractor Registration Approval/permit issued by the Construction Industry Development Board in Malaysia that allows a contractor or construction-related business to operate legally within the construction industry. Companies that are incorporated in Malaysia or abroad and have equity holdings of foreign nationals or foreign companies exceeding thirty percent (30%). The approval is G7 only.

Every approved PPKA will only be valid for 2 years.
WHAT IS SPKKA?
Foreign Contractor Government Employment Certificate (SPKKA) is Approval/permit issued by the Construction Industry Development Board in Malaysia. Having a CIDB license will confirm that the company is a legitimate contractor in carrying out construction-related work. It is mandatory for all contractors whether local or foreign to apply and register with CIDB before performing any work subject to CIDB Act 520.

Companies that are incorporated in Malaysia or abroad and have equity holdings of foreign nationals or foreign companies exceeding thirty percent (30%) is allowed to apply SPKKA. The approval is G7 only.

什么是 CIDB?
马来西亚建筑业发展局简称 CIDB。它是马来西亚的一个政府机构，隶属于马来西 亚工程部，根据马来西亚 1994 年 520 号法令成立。国际建筑发展委员会负责规范 建筑行业，使其符合建筑工艺和材料的标准，促进鼓励质量保证，实现全球竞争力， 促进专业功能，提供质量，生产和建筑环境的可持续性
为什么需要 CIDB?
拥有 CIDB 许可证将证明贵公司是一家合法的建筑公司。根据 CIDB520 号法令，每 个承包商如果希望在马来西亚进行任何工程建设，都必须申请 CIDB 许可证。

本地承包商注册证书(PPK) 什么是 PPK 许可证?
本地承包商注册证书(PPK)是由马来西亚建筑业发展局颁发的批准/许可证，允许承 包商或建筑相关业务在建筑行业内合法经营。审批取决于许可证级别(G1-G7)。 PPK 注册只对在马来西亚注册并在当地持有 70%或以上股权的公司开放。

外国承包商注册批准(PPKA) &(SPKKA)
什么是 PPKA?
PPKA 是马来西亚建筑业发展局颁发的外国承包商注册批准/许可证，允许承包商 或建筑相关企业在建筑行业内合法经营.在马来西亚或国外注册成立的公司，持有 外国国民或外国公司超过百分之 30% 的股权.批准仅为 G7.
首次申请资质后有效期
有效期只有 2 年.
什么是 SPKKA?
外国承包商政府就业证书(SPKKA)是由马来西亚建筑业发展局颁发的批准/许可证。 拥有 CIDB 许可证将确认该公司是进行建筑相关工作的合法承包商。所有承包商， 无论是本地的还是外国的，都必须在执行国际发展与发展委员会第 520 号法案规 定的任何工作之前向国际发展与发展委员会申请和注册。
