The Malaysian Communications and Multimedia Commission (Abbreviation: MCMC
Malay: Suruhanjaya Komunikasi dan Multimedia Malaysia) is a regulatory body whose key role is the regulation ofthe communications and multimedia industry based on the Malaysian Communications and MultimediaCommission Act 1998, the Communications and Multimedia Act 1998, and the Strategic Trade Act 2010.
马来西亚通信和多媒体委员会(简称:MCMC马来语)。马来西亚多媒体委员会(SuruhanjayaKomunikasidan Multimedia Malaysia)是一个监管机构，其主要职责是根据《1998年马来西亚通信和多媒体委员会法案》、《1998年通信和多媒体法案》和《2010年战略贸易法》对通信和多媒体行业进行监管。

LICENSES UNDER THE COMMUNICATIONS AND MULTIMEDIA ACT 1998

Under the CMA, there are four categories of licensable activities. Within the said four categories, there are twotypes of licenses:

Individual License 个人许可证
Individual license requires a high degree of regulatory control which is for a specified person toconduct a specified activity and may include special license conditions.

Class license is a ‘light-handed’ form of regulation which is designed to promote industry growth anddevelopment with easy market access.

The owners of facilities such as satellite earth stations, broadband fiber
optic cables, telecommunications lines and exchanges, radio- communications transmission equipment, mobile communications base stations, and broadcastingtransmission towers and equipment. They are the fundamental building block of the convergencemodel upon which network, applications and content services are provided.

Network Services Providers
Provide the basic connectivity and bandwidth to support a variety of applications. Networkservice enables connectivity or transport between different networks. A network service provideris typically also the owner of the network facilities. However, these services may also be providedby a person using network facilities owned by another.

Applications Service Providers 应用程序服务提供商
Who that provide particular functions such as voice services, data services,
content-based services, electronic commerce and other transmission
services. Applications services are essentially the functions or capabilities, which are delivered toend-users.

The following persons or classes of persons shall be ineligible to apply for an individual license:

a. A foreign company as defined under the Companies Act 2016 [Act 777]

g. For a Content Applications Service Provider Individual license application, the applicant must have a paid-up capital of a minimum RM500,000.00

Class License 类许可证
The following persons or classes of persons shall be ineligible to be registered as a class licensee:

a. A foreign individual who is not a permanent resident

b. A foreign company as defined under the Companies Act 2016
It should be noted that in the case of class licenses, the Minister may, for good cause or as the publicinterest may require, permit either of the above to apply to be registered as a class license.

a. Application fee - RM10,000.00 for one license (non-refundable)

b. Approval fee - RM50,000.00 for one license

c. Annual license fee - 0.5% of the Gross Annual Turnover
(As shown in the licensee's audited accounts for the previous year) or RM50, 000.00 (per license) whichever is higher.

The processing of the issuance of the license will finish sixty (60) working days of receipt of all relevant and complete information from the applicant .

VALIDATION OF THE MCMC LICENSE MCMC 许可证的验证
The validation of the license is 5 years and need to renew after that. The renewal application must be donenot later than 120 days from the expiry date of its licenses.
许可证有效期为5年，过期需续期。续期申请必须不迟于许可证有效期届满之日起120天内提出。
